Through his 18 years in the Ready-Mix Concrete industry, Toni is seasoned in all aspects of the business, including management/administration, practical aspects of all equipment and mechanical & practical aspects of concrete mix design.  Throughout his career he has had a part in maintaining fleets of concrete trucks and managing the concrete truck operators.  His professional credentials include American Concrete Institute (ACI) Training Course Level I and Concrete Manufacturing Plant Certification from the State Highway Administration.

Cecil began his career in the Ready-Mix Concrete industry 27 years ago.  Throughout his career he has focused on producing quality concrete and ensuring workplace safety.  He has experience in many aspects of this industry including plant maintenance, quality control and employee management.  Cecil is a Certified Concrete Plant Technician and is MDOT Certified Concrete Plant Technician.  He received his Masters in Business from Coppin State University.

■  Tom Hornbaker, Quality Control Manager

Tom began his career 27 years ago in a concrete and soils testing firm, where he gained his knowledge of all construction materials, he than moved on to the ready mix concrete industry. Tom has spent the past 17 years in the ready mix concrete industry. Throughout Tom’s career he has worked toward producing quality concrete, and maintaining good quality control on construction sites. Tom has attained several different Certifications in different areas. State of Maryland Plant Certification for Ready Mix Concrete, State of Maryland Field Certification, ACI Concrete-Level One Certification, Maryland State Hot Mix Quality Control Plant Certification, Maryland State Field Certification, Maryland Aggregates Plant Certification, Virginia Aggregates Plant Certification, Pennsylvania Aggregates Plant Certifications, and Department of Transportation Federal Aviation Administration. Tom continues to strive toward good quality assurance in the concrete industry.

Martha comes to Rowen Concrete after a career in financial services where she managed corporate defined contribution and defined benefits plans. She received her Masters in Business Administration from the University of Maryland and her Bachelor of Arts from American University. She received her Plant Technician certification through the Maryland State Highway Administration and her Plant Manager certification through the National Ready Mix Concrete Association. She is also American Concrete Institute (ACI) Training Course Level I Certified.  Martha is on the Board of Directors for the Maryland Ready Mix Concrete Association.
